In that situation, I would hope that kid's parents get reprimanded then, because prank calls along these lines (if it is a prank call - it could be a very real threat and we shouldn't speculate) are simply unacceptable.

In most cases where a kid does this and he's underage he gets a one way trip to a institution and his parents lose the rights of him.

If he's legal, he is going to enjoy time in prison for a while.
