The PC version for SR3 is being developed in-house. The SR2 port was done outside of the studio.
For those in the UK, we'll get it a month after release due to the way GAME is having a hissy fit. They're demanding they get one month of retail exclusiveness before Steam is allowed to stock it.

The SR2 port was quite weird(or shitty) one indeed since it ran pretty good for some people with high settings(including me) but then for some people it ran quite bad even with low settings
So its impossible for anyone in the UK to have the game on Steam with the pre-order pack?
50€, not that bad, but i'll just get it on a sale.
