They should be able to do it for free, if you haven't done it already.
Obviously we don't have any idea why you're doing this (out of interest, why?), but for a lot of scenarios requiring a static ip address, you could use a service like dyndns instead.
Just set up a DDNS with a free domain name service.

Go with this or no-ip. A ISP may even charge you extra for a static ip.

Yes, no-ip will work. A friend of mine uses DynDNS on his DSL connection, and let me use it for a time too. works fine most of the time :) No-ip basically does the same.
No-IP has better host names IMHO. DynDNS has some obnixiously long ones.
I use No-IP for my VPN server and VNC. Really simple, real easy.. tons of fun bypassing firewalls :)
