It's not too loud when the case is closed but when I open it, the whole panel it's on begins to vibrate. Also, nothing is making contact with the fan and using the case-built-in fan speed control, the rattling slows which means it's a fan.
Is it definitely tightly screwed in?

Screwed tighter than a virgin anus. Nothing is making contact with the blades, but the rattling has calmed down since.

I mean it rattles occasionally, it just quieted down a bit.
When it's very cold or hot, does the fan make very loud clicks?
If so, it's probably the bearings
Buy a new one.
Unless you don't got like $20 bucks or you're obsessed with having high quality fan I don't see why this thread has so many posts.
Also you get what you pay for a $9 won't compare to a $20 one especially if the $9 fan has blue leds and clear plastic.
unscrew it, and take it out, maybe try to re-orientate it, screw it in again, helped me.
