basically what he means by that is no matter how good of a GPU you shove in that computer, you aren't going to get very much performance improvement, as the rest of the computer isn't that great

I would go with Rixxz2's suggestion. The $400 build he listed there would do circles around your current system easy. However, you may be able to reuse some of your parts, like the PC case (if it isn't a prebuilt like HP, Dell, etc. Otherwise, you can pick up an inexpensive case fairly easy), power supply (if the wattage is good enough) and even the RAM (its clocked a little lower than the sticks he suggested, but you'll save $50).

Motherboard is about 2 generations out of date, so no. You'll still have to buy the processor, motherboard and video card for sure.

Oh he'll have a hell of an improvement alright, but the GPU won't be able to open the taps fully with the rest of that system holding it back.
He isn't trying to bolt it in a pentium 3 machine, that cpu still has a bit of life left in it, he could drop the GPU into the new build anyway.
