the most plausible theory I've heard is that it was the russian baltic fleet updating their records of nordic and baltic ship signatures or patching up somesort of pre-installed hydrophone systems
in other words routine, this time they just almost got caught
russia, and infact all major powers, do this shit all the time. For example you're deluding yourself if you honestly think the US navy or coast guard hasn't planted the entire Mexican gulf coastline full of hydrophones or don't do any sort of covert surveillance of chinese national waters
