Well,he could eat the victims of the flood instead.
The death rates would have been higher, but Kim Jong-il's spirit protected all the good people, so only the bad people, corrupted by capitalism, vanquished in the flood waters.
The absolute last thing that nightmarish hellhole needs is further support of its reputation from nature.
