I don't know about France but in Germany the "Christmas season" seems to start pretty early and is is a fairly big deal. It's more a tradition and enjoyment than a Religious occasion, like it is here in Poland for example. Although that may vary from region to region in each country, I suppose. No idea how it's seen in the US.
It's is a really nice thing though, a nice lovely atmosphere and special events like the Weihnachtsmarkt and stuff.
Although still it doesn't start that early.

A lot of the time big displays like this aren't "paid for" like the city bought it because they thought it was cool, rather by the artist or investors on his behalf. You pay to use the area for a certain time
