New video card won't work, what the hell am I doing wrong?

Okay so I'm sorry if I come off as rude but I'm extremely pissed off right now.
This is the second time this has happened. My old card, an ATI Radeon 4870 HD, died on me around the 8th or 9th of this month. I got a replacement sent to me, a Sapphire Radeon 5830 HD. It was DOA, so I sent it back. The card was on backorder so I got a new one. This new one is an XFX Radeon HD 6870.
It won't fucking work either.
I did everything like I'm supposed to, in the right order. I switch my BIOS options to defer to an external VGA card over the integrated card, I disabled the integrated on my device manager, shut down the computer, unplugged everything, installed the new card, plugged in the monitor, started it up, and boom. Fucking nothing.
No matter what I do or what settings I change it won't work. The fucking fan isn't even spinning on the card.
But I figure, I can't have gotten two DOA cards in a row, so I must be fucking something up.
Can one of you guys help me?

Motherboard: XFX GeForce 8200 AMD Socket 940 DDR2 motherboard

RAM: 4GB
Processor: AMD Athlon Dual core 2.6GHz
Integrated Graphics (working): NVidia GeForce 8200 Integrated
External Graphics (nonworking): XFX ATI Radeon HD 6870

I need help. Please help me. I'm at wits end.
RMA the 6870 and see if the next one fails.
Or try another PCI-e card and see if it works.
You may have a bad PCI express slot.
My old 4870 still 'works' in the pci-e slot. But the fan assembly is fucked up and if I don't leave the computer on its' side it grinds against the housing and makes this horrible 'you're going to die' sound.
So the slot is fine.
I want to see if maybe this card is incompatible with my computer before I RMA it and get a replacement that wouldn't work either. Also I don't want to wait another 8 days, because apparently UPS takes 5 to fucking send RMAs back
What is your power supply? what wattage rating and brand, this could be your problem right there. OR you might need to uninstall the graphics drivers and then install the AMD graphics drivers.
I've uninstalled all the old card's drivers. The installation manual says not to uninstall any drivers installed for the integrated though.
Power Supply is:
Silencer 610 EPS12V
I'm assuming the 610 is the wattage.
are you sure you plugged in the video card's 6-pin PCI-E connector
You sure you have both 6 pin power cords plugged into the graphics card?
You may want to find someone with a pc you can test the card with. If you have to find a local computer store they may be able to help you with testing it in another machine.

:downs: why the hell would graphics drivers which run in windows stop the graphics card from doing anything, the fans don't even start up, the graphics drivers literally cannot possibly be anything to do with this.

Yes they're both connected to the card via separate cables that are not split from one.
Well I guess you have a bad email XFX to see if there is a limitation on your mother board I really do doubt that is the case, and I also think that you have a bad card.

Well I was trying everything out I really can't do much trouble shooting over the internet other than give advice.
Okay guys. Update time.
The card wasn't properly seated in the PCI-E slot :hurr:
After seating it properly it did in fact start up and the fan began spinning.
But... it still didn't fucking work.
So I'm sending it back for a refund RMA and I got a cheaper card plus some more RAM for less price. The cheaper card is still better than my old one and it'll definitely fit in my case.
it was a BITCH to get this card properly seated because of how my motherboard is laid out. I guess video cards were still small as shit when it was made because there's barely 9-10 inches of space between the back wall and where the idiot manufacturers put the hard drive data cable plugs.
Anyway thanks for your help guys. I appreciate it. I'll update this again in 3 days when I get my new card with either tears of joy or holy rage.
