• Some games only run at 30fps

Despite lowering my graphics, some games will only run at around 30fps. I've tried maxing the settings and I've tried lowering the settings as much as possible, but some games will only stick around 30fps, which is quite annoying. One game in particular is Vindictus, and it shows you how much FPS you're getting when changing settings in the Video options. I've even tried going into my graphics card control panel and setting it to Performance mode instead of Quality. I'm using a Geforce GTX 460, if that helps. Does anyone know what might the problem be? Should I start listing off games that won't seem to change despite lowering/raising graphics?
Is vsync enabled? When vsync is on, the drivers limit the rendering output to the monitors' refresh rate (ie. if the monitor is running at 60 Hz, the frame rate will be 60 fps.) If your system isn't powerful enough to maintain 60 fps, it will drop to half the refresh rate (30 fps) and then 10 fps if it can't maintain that.
I turned Vsync off in both the game and the graphics control panel, and it is running a lot smoother now. So I guess that fixed it.
