Streaming local radio stations outside of your local area

I am currently studying at university but still follow my local football team back home, and want to be able to listen to radio commentary outside of the local area through the internet.
However due to licensing or some shit I cannot stream radio while a match is on (BBC radio specifically), and I obviously cannot pickup local FM radio when 100 miles away.
Are there any sites that stream local FM radio over the internet, or do I have to use a proxy or some such?
You may have to use a proxy or a VPN. If you have a friend there, you could get him/her to get a male-male headphone cable, plug one end into the FM radio's headphone jack and the other into a computer's Line In (Not microphone) jack. Setup Skype to use Line In as the source.
