I live in a condo, and the base from my speakers is quite the doozy, even when on the lowest setting I can go. I have set everything I can to use the lowest bass but it is still quite.... obviously there. Is there a program that will allow me to further lower the bass?
You need an equalizer.
And it would help if you tell us what speaker setup you have.
When using something like winamp you can go to the equalizer and just lower some sliders. Forgot which ones but it's easy to figure out.

Left side = lower frequencies. Try dropping the leftmost one a bit.

The bass is still there too much, and no I do not have a subwoofer.
