I don't have any large processes running, no installations, I'm not downloading anything, all I have up that I can think of is Avast and Steam and even those aren't doing too much.
In fact, here's a screenshot of my task manager at present. Even when I'm not doing anything remotely extensive on the computer it still displays that I'm using 65-75% of my CPU.

This happens at random times and I don't have the slightest idea what's causing it. The computer gets unnervingly loud, not necessarily hot, but the fans start working very hard for seemingly no reason. Could it be a part in the computer?
[B]edit[/B] Apparently it's mscorsvw.exe installing a .NET Framework. I'd accept that as an answer, but it never goes away, it's always there even when it isn't hogging up too much CPU.
Try re-installing any .NET frameworks you have installed
mscorsvw.exe isn't installing anything, it's compiling your .net programs and libraries. Using CPU time when you aren't. Based on this: [url]http://blogs.msdn.com/b/davidnotario/archive/2005/04/27/412838.aspx[/url] running "ngen.exe executequeueditems" should stop it.
