You can't expect them to not use modern technologies and somehow stick to 1990s technology. Obviously this is news given the current tensions but it doesn't really mean anything. Russia is replacing their missiles, big deal. The big news would be if they were increasing the number of missiles and breaking the treaties but they're not. They're announcing it today because of the USA's announcement and they need to 'respond' somehow. The answer to a missile shield existed long ago, MIRV. I'm pretty sure Putin is doing this for his audience. The strategic situation isn't really changed by this.

Also, the title shouldn't be "Russia to replace 40 nukes" as they are just replacing the delivery vehicles. Still, this gets the ball rolling for the US to start replacing their arsenal and delivery equipment. About time really seeing as only one weapon out of seven (specifically the B83) in the US arsenal has the most modern PAL and modern insensitive explosives.
