Out of all the people to hand the key over, its either the EU or US.

I agree with this. Even though theirs been attempts to hurt the free internet, the fact my government only extends its powers usually to deal with people breaking the law, and not to censor democratic movements and such... Yeah. I'd prefer us or the EU.
I don't think it works like that, Clinton. Whoever has the largest and most backbones pretty much has the internet. So far, the U.S. holds this title, but it's not impossible for any countries in Europe to get to work on their own backbones that can surpass the U.S.'s.
I think the fact that this is coming from someone like Clinton, rather than from a right-wing party member or a conservative means that we should be looking at his statements with a more critical eye. I think maybe he does have a point, but that it's still important to offer more freedom to those locales that have proven their levels of freedom.
