I have had my GTX 960 for about a month or so now and all has been well for it in some respect but recently my FPS has just been appalling. I used to get 150 FPS on 1920x1080 all high settings CS:GO on matchmaking and now even on all lowest settings and 1280x1024 I get about 60-90 on matchmaking and I know this isn't right. Can anyone verify that even the first set of numbers is about right?
My CPU I believe is integrated to my motherboard but I don't know how to check that out. My motherboard is an ASUS 770 Extreme3 and my processor is an AMD Phenom II X6 1090T 3.20 GHz. Could it also be a bottlenecking issue? If so is there a way I can check this out?
Here's some more specs:
Windows 7 Ultimate 64-Bit | Service Pack 1
ASUS GTX 960 Strix
AMD Phenom II X6 1090T 3.20 GHz
8.00 GB although task manager says 5923 MB available (unless I'm reading something totally irrelevant)
All my drivers are installed correctly and Nvidia GeForce Experience says they are installed and ready.
Thank you for reading this and helping!
ALSO
I don't know if this has anything to do with anything but I'm not sure what to select here in the "Configure Surround, PhysX" tab in Nvidia Control Panel
Here's a pic:

Is all high settings not playable now?
High settings on matchmaking gives me about 40-50 FPS
Do you maybe have an passive screen recording application running? Raptr or Shadowplay? They can cut in to FPS quite a bit.

I have Shadowplay on but it's set to manual and the key is F9 which I never press, would that still cut into FPS? Should I turn it off? I don't record for anything anymore anyways lol.
Also I'd like to note I have high fps on Mirage and Dust2 but on Cache and Overpass it's a struggle... It never used to be like this.. :/

2 or 4 Gb 960?

This is weird, can you provide a screenshot?

I'm pretty sure it's a 4 Gb but here's what it says as I have no clue what the "Dedicated" means.

Also here is where it says how much is available in my task manager under the tab "Performance"

EDIT:
I just realised that the available memory might be that some of my programs is using up that memory and it's just telling me how much is left rather than how much I can use as a whole.. Correct me if I'm wrong though please lol

Nah its a 2GB.
It can use 2 GB more from your RAM if the need arises.
Your ram is fine btw.
Can you check if your GPU, CPU or RAM usage is at max when playing the game? (leave taskmanager open)

Would it be fine to use HWMonitor or should I just go by what task manager tells me?
Have you also updated drivers or done any launch options?
Yes my drivers are all up to date said by GeForce Experience and my launch options are
" -high -threads 6 -freq 60 -nod3d9ex -nojoy "
Turn off nvidias streaming service (this is on by default in services.MSC) also try adding +mat_queue_more 2 to your launch option
Okay I've just added that and successfully turned of Nvidia's streaming service which also turned off the streaming network service or something else too (:
I seem to have better FPS but in Cache and Overpass I still get a real bad 50-60 sometimes and to me that's unbearable. It feel as if I'm playing at 30 FPS constantly even when it sometimes goes up to 100 but on Mirage it's smooth as butter.
[editline]16th May 2016[/editline]
Would overclocking my processor help at all? If so how much should I overclock it to and with what program or by the bios or what? I have no experience with this whatsoever.

Task manager is fine.
This is after playing CS:GO Casual on Dust 2 for about 10-15 minutes. Not sure if it's an accurate reading or if I should play for a longer period of time.

what are your temps? you should be hitting the 120fps default cap easily
It might be a good idea to benchmark your parts to see how they compare to the average benchmarks of the same parts.
what are your temps? you should be hitting the 120fps default cap easily
I'll check ASAP for you
problems in other games? or is this limited to csgo?
I don't really play other games much besides Garry's Mod and even then I only play Dark RP which is bad in terms of optimization so I can't really compare.

Funny you mention that. I did a test on www.userbenchmark.com and the results were pretty bad in a few of my parts but I don't know if it's enough for this much FPS drop.
what are your temps? you should be hitting the 120fps default cap easily
I've just been playing casual retake mod on CS:GO for about just under an hour and HWMonitor says the max temp was 53°c
I hate to say this, but have you tried turning it off and then on again?
I see your PC's current up time is 4 days.

I believe that is hours and not days. It's in the format D:HH:MM:SS
what are your temps?
Also I just played about 2-3 games on competitive and had HWMonitor running without knowing and it states the highest temp was 60°c

It's not that stupid or even the usual "daft" comment.
I have had issues with my GTX960 4GB card getting stuck at 2d clock speeds and a reboot\power off, power on was needed to fix it.
Try unparking the cores on the CPU. (Google it)
well something's wrong with the cpu. check multiplier under load using cpuz
did you accidentaly downclock it in bios? rams in correct slots?
I'll check the multiplier under load asap for you
I know I spoke to a guy because I had a similar problem a few months ago and I did downclock the CPU and ram speed or something in the bios but I'm sure I was on Windows 10 then and I've reformatted my computer since so wouldn't that reset it? I've also made sure I set the bios "back to defaults" and saved any changes too.
How do I check if my ram is in the correct slots? I had no idea there was a correct slot for them lol... You can tell I'm an idiot with these sort of things.
Try unparking the cores on the CPU. (Google it)
Would it help if I got Windows 10 because I heard that automatically unparks cores on the CPU for you. The only reason I downgraded from W10 to W7 was because I had an AMD GPU before this one and my computer had kept crashing and BSOD'ing so I was led to believe it was W10 that was the problem (and turns out it wasn't)

Interesting that I run my test now and it shows this for my GPU and a few other components:

Can you undo this downclock?

Just place both RAM slots in either the white or the blue slots.

I never heard of W10 doing that automatically. But you can unpark them like this go to system, power and sleep, additional power options, change plans settings, change advanced power settings, scroll down to processor power management and change to your liking.

No clue how accurate these are.
I did already undo the downclock
So it doesn't really matter what RAM goes in what slot? Or I'm an idiot...
Both minimum and maximum processor speeds are on 100% whilst cooling is on active for the power plans
I'm not sure how accurate they are either :S

Your ram slots should be two different colors. Make sure your ram sticks are in the same color slot as each other. For example, my mobo has blue-black-blue-black coloring on the ram slots. I have my two ram sticks in the two blue slots.
I have blue and white and they're both in the blue :)
What if someone had 4 ram sticks like 4x4? Would it just be 2 blue and 2 black? Same as 4x3? 2 blue and 1 black or 2 black and 1 blue?

On most standard consumer boards RAM is Dual Channel. Meaning there are more (2) links between 2 of the RAM sticks allowing for faster data exchange between them. Usually the linked slots are marked by having the same color.
In practice, where you place the RAM sticks makes little difference for game performance. For RAM heavy applications, the effect can be noticeable (5% max).
Quad channel and triple channel also exists.
