Like, imagine a cop walking into a bakery and starting to sell cakes to people halfway through his shift. This is quite similar. Honestly? a Cop being in a band doesn't seem that bad, I can only think of overly sensitive people thinking "Oh god a Cop singing a Death Metal Song with a inappropriate title?". From a PR Standpoint, it would actually make me feel like the cops are cool guys that don't take themselves overly serious and are human too. But that's just my dumb outlook on things. Other then that, I understand why he got booted out.

It's not like he is a band member and got paid for the gig. He is just having fun and, let's say, interacting with the people. This is nothing like you described it.
That is one awesome song to quit you job to. Kudos to the guy just for having an idea to do this.
Although I completely understand why the department reacted in the way that they did, that person is awesome in my book.

For example in one state, officers can be free to wear gloves while on duty for protection (say you're dealing with a civilian that's bleeding all over the place, if they're HIV positive you will want to be wearing gloves coming in to physical contact with them) while in the next state over, cops won't be allowed to wear them because their department regulations deem they are "too intimidating" to civilians. Singing a song called "Let the killing begin" when the image of police is currently getting blasted by the media on a daily basis is probably going to piss off your department. It's very unlikely that he will receive a reference from his former employer, erasing the marketability of many years of past work experience, and then his name's been plastered onto the Internet where employers can find this story. He's probably also forfeited any lump sum separation payouts as well which he may have otherwise received.
I expected this thread to be about the department being stupid. Seems like it was the officer being stupid. Well without a doubt its the officer being stupid.
