• No programs are launching, "Windows cannot access the specified device, path, or file"

Every time I try to run any program besides chrome, I get the following error:
Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access them.
I'm on Windows Vista. Running as administrator doesn't help, same error. The shortcuts lead to the right place. I am on an administrator account. Here's an old screenshot if it helps of my setup if it helps. In about an hour or so, I will format my hard drive. I have a lot of stuff that I don't want to lose, so hopefully I can fix this. Any help, fellas?
Have you tried launching the programs from the executable instead of the shortcut
Windows Vista seriously? Time to update anyway man. You should try booting into safe mode, if the files open: it's probably a piece of software you've recently installed that is fucking this stuff up, get rid of it in safe mode and boot back up in normal mode.

Something like this: C:\Program Files\Common Files\Microsoft Shared\Windows Live;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;C:\Program Files\CyberLink\Power2Go;C:\Program Files\ATI Technologies\ATI.ACE\Core-Static;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;C:\Program Files\Windows Live\Shared
It could be malware. I have seen where it will run the all the programs through the malware. If something has removed the malware, you now are left with a problem like this. You can try fixing your registry by using this file off the Symantec forum. http://www.symantec.com/security_response/writeup.jsp?docid=2004-050614-0532-99
