Bought Retribution and the Krieg skin pack, anyone still play the game?
I still play Last Stand from time to time
Is Retribution closer to the gameplay of the first Dawn of War? If so, I might grab that.

No. It's a shitty collection of campaigns and unbalanced as shit multiplayer units.

The campaigns are all the same one, with different factions.

Ergo shitty.
Bought Metro 2033 to a friend when it was still 75%.

It's less a collection though, even a collection of shitty campaigns would be more than the same one ran through with different factions.
For somebody who wants to get into the DoW II series, which title(s) should I start off with, and is there any DLC I should get for them to add to the experience? I really want to get into the series, but I just don't know where to start off at.

I just noticed the reasonably priced complete pack. I think I'll go for that.

retribution is great and far from shitty

The DoW1 complete pack.

I disagree immensely. Campaigns are boring and the exact same thing over and over and the switch to Steam and new units didn't make DoW2's already mediocre multiplayer offerings any better.
Maybe shitty is going to far to cover the entire expansion, but I certainly wouldn't say great either.
Buy the Dawn of War Platinum Edition, it's all you need.

If you want to play the most definitive 40k game do this and play through the Dark Crusade campaign.

Wooo, the game got changed, it's the worst thing ever and no one is allowed to like it!
I for one, like that it focussed more on tactics than strategy.

I never said no one is allowed to like it, just that it's mediocre in comparison to the previous series of Warhammer 40k RTS games.
warhammer 40k doesnt make sense as a basebuilding game anyway
the space marines are meant to be deadly teams that strike from orbit and exterminate everything

HORUS HERESY
are these like base building RTS games or more like men of war?

DoW1 is base building, and does it quite well. I haven't heard good things about Soulstorm, but I've played Dark Crusade at many LANs and it is pretty awesome. If you want to play any faction other than the Tau and Necrons (the two most boring factions pretty much), you'll need to have the base DoW, and Winter Assault if you want to play Imperial Guard.
DoW2 is significantly different, I haven't played Men of War, but in short there is no base building, and gameplay has more of an emphasis on tactics such as using cover. It's a lot like Company of Heroes if you've played that. Has some RPG elements in the campaign as well.
Tau and Necrons aren't boring to play as at all.
Necrons, maybe. Tau are fun as shit though.
I want to get Saint's Row 3, but I want to wait for possible day deal. It looks like we'll surely get one more deal. Am I wrong for thinking it will be the last one?
Do we have a full list of the special offers? They are sometimes known before put on Steam.
HORUS HERESY
The organization of the Astartes may have changed, but they still fight the same. The Wolves are still savage, the White Scars still use hit and run tactics, the Thousand Sons still rely on psykers and the Iron Warriors still build fortifications. The Legions were very specialized, to a degree that it's nigh-on impossible to ever change that.

Which would be over periods of months if not years, it would suit a 'building phase / fight phase' game more than anything really. Shit can be built fast, but not fast enough to have an entire Land Raider factory up within less than a days combat.

Did you ever look at the Space Marine buildings? They are all centers built for receiving drop pods and bulk landers, not building facilities.
