Hi,
any ideas on how to open a blocked .exe file
The file is on a USB and has to stay there.
Help would be greatly appreciated!

Try executing the exe file, while it's zipped. In other words, place the exe file in a zip and then run the exe file while it's inside the zip.
I used to use this trick before and worked for me. I'm not sure if this would work for you depending on policies and security restrictions.
Though keep in mind, if exe file comes with any other files such as dynamic link libraries. Then the executable file may not work and may throw error messages at you.

Sounds a bit silly to be blocking executables. Probably has a white list of exes that can run, you cant outright block exes, otherwise you get nothing.
If you're cheeky enough, try renaming it to something like notepad, or msword or something to that likeness.

Seems like your admins are at least remotely competent, at my high school I just made a batch file in my documents with taskkill -f -im flashtray.exe and that unlocks everything.
In my old school, you could kinda get around their restrictions.
Just after putting in your details and pressing enter, if you unplugged the lan cable it logged you in as a local administrator for the PC. Can't remember if websites were unblocked, but we had pinball!
Try name it iexplore.exe or winword.exe
Likely a group policy, parental controls, and other such things built into windows. You aren't going around it without something like Java installed, and even then you're pretty much out of luck because you aren't going to be able to execute another process.

Depending on the budget of the school, most likely a gpo.
