'Maximum restraint'
A spokesman for Unifil, the United Nations peacekeeping force in southern Lebanon, confirmed the fighting and urged both sides to use "maximum restraint".
"Unifil peacekeepers are in the area and are trying to ascertain the circumstances of the incident and any possible casualties," said Neeraj Singh. "Our immediate priority at this time is to restore calm in the area."
Saad Hariri, the Lebanese prime minister, called it a "violation of Lebanese sovereignty and demands".
He called in a statement for "the United Nations and the international community bear their responsibilities and pressure Israel to stop its aggression."
Michel Sleiman, the Lebanese president, issued his own statement denouncing the clash as a violation of UN resolution 1701. That resolution ended the 2006 war between Israel and Hezbollah, and called for both Israel and Lebanon to respect the Blue Line, the UN-administered border between the two countries.
Sleiman also called on the Lebanese army to "confront any Israeli aggression, whatever the sacrifices".
"This is a very significant development," said Rula Amin, Al Jazeera's correspondent in Beirut. "For the first time in years, clashes are taking place between Israel and the Lebanese army, not Hezbollah."
Avigdor Lieberman, the Israeli foreign minister, said Israel "holds the Lebanese government responsible" for the incident, and asked the Israeli envoy to the UN to file a complaint.[/quote]

If infact, israel did send soldiers to the other side of the border to remove a tree or two, then starting fire over it is an over reaction, but at the same time sending soldiers over the border is a very provocative act.

From what I read you're correct. The IDF did a military drill in that area to prepare to against cases of kidnaps/attempted kidnaps.
It was Lebanon who violated Israel's sovereignty in this case.

The Israeli government doesn't want one, and I am absolutely sure that the Lebanese government doesn't want one either.
What I think happened is that two Lebanese soldiers were misinformed or didn't know exactly where the border is located, and started firing because of it. This sparked a whole chain recation.
I don't blame the Lebanese nor the Israeli government for this, I think it was merely a mistake.

Just because they weren't credible in one incident does not mean that they aren't now.
And besides, if they were installing cameras, why would they do it in broad day light? And why would they do it in Lebanese territory when they can easily do it in Israeli territory?
