Yup. There's a petition floating around on The Petition Site that requires 5,000 signatures for this to be pitched as a reality. As of this writing, the petition has over 1,600 supporters and reads:
People who are familiar with GWAR know Oderus Urungus, (played by Dave Brockie) the former singer of the band, unfortunately passed away last March. Oderus was as hilarious as he was viscous, and also one of the most colorful and creative characters not only in rock history, but also history in general. Though his music will live on, what better way would there be to further immortalize (toasty) Oderus Urungus then to have him be a playable character on Mortal Kombat X.
There doesn't look like there's an end date on this kind of thing, but I can't imagine it's going to take much longer for this to hit 5,000.[/quote]

It's all about social pressure. If the developers see that lots of people really care about including him and they do it those ~13k people will feel happy and give lots of good press, if you ignore them even after their hard work they will bitch and sales might be affected when it is released.
You could add just about any of the GWAR characters and they'd fit right in perfectly.
GWAR needs it's own video game, but this would be awesome if it happened.

Just because they're asking, doesn't mean GWAR will give permission.
I can't imagine them doing this for the simple fact you'd be able to perform fatalities on his character and beat the shit out of him, whilst I can't imagine his friends, band members or even himself would've cared, I doubt Warner Bros. would publish something in which you can disrespect a real person.
