Go to newegg.com or something similar, pick out a Graphics card a Mother Board a Processor a Power Supply a set of ram no more than 4 GB a CD/DVD Drive a hard Drive and Finally a case to shove it into and you should be able to pay for it easily. Once you do that we can check if it's all compatible and such.
And what if he already has some nice stuff?
Well the only thing I can say is Start - run - dxdiag and make a screen cap of the first screen and the monitor screen.

That's actually good. Only thing worth updating is the video card. Get a 4850.
