Why not just let them do it outside and make them pay for it themselves through legitimate means?

You shouldn't remove something which will ultimately become a contraband item as numerous items have in jail systems. At the very least allow them to use electronic cigs.

One of the only reason people say smoking takes the "edge" off is because they're addicted to it and probably feel pretty stressed out when they're having a craving. There are many ways to reduce stress and relax that doesn't involve smoking.

They should probably avoid taking away from prisoners a drug that is not only legally available everywhere else than prison, but that is also known to make people really cranky when they don't get their dose. It's either going to end up in one big smuggling network, a big-ass riot or no one caring about the rules because I doubt even guards who smoke will bother applying this.
It's almost as if you are completely stripped of your rights once you become a prisoner
