(CNN) -- New York became the latest state to permit the use of medical marijuana on Monday.
At a news conference in New York City, Gov. Andrew Cuomo signed the Compassionate Care Act, which allows doctors to prescribe marijuana in a nonsmokable form to patients with serious ailments that are recognized by the state on a predefined but flexible list of conditions.
The bill was passed by the State Assembly and Senate in June, said Jason Elan, a spokesman for Sen. Diane Savino, a sponsor of the bill.
Cuomo said Monday that it was difficult to develop and pass the bill because it needed to embrace increased medical acceptance of marijuana while rejecting situations and conditions that state legislators said could have "good intent and bad results."
"There is no doubt that medical marijuana can help people," Cuomo said Monday. "We are here to help people. And if there is a medical advancement, then we want to make sure that we're bringing it to New Yorkers."
Won't be surprised to see it fully legal in NY in the next 2-4 years.
How do you even make Marijuana non-smokable?

Brownies?
I have to admit, i commend them for having it restricted to non smokable forms.

Edibles and Intravenous medicines.
Seriously though you can eat marijuana infused foods or drink infused drinks that will do the same thing as smoking.

You guys are quick.
Impeach this fucking communist
It always confused me how the primary form for medical was to still smoke it. I get how other drugs have side effects too but smoking is a different thing. I'm for the legalization just that, i feel the message for medical marijuana gets diluted by both the smoking aspect and the stoners latching onto the smoking aspect. I'm for recreational use of it too but i feel that by making this confined to non smokable it'll boost the positivity of the medical purposes of it without being bogged down as much.

Smoking is just the preferred way to consume pot. This goes for stoners and people who use it medicinally.

This wont happen because of NYC, it's illegal to smoke cigarettes in most places in the city.

Infuse the THC in butter; make anything that has butter as an ingredient or binding agent.

I know its a preferred method and you're not mandated to consume it a certain way and it's at the person's discretion. What i'm just trying to say is that medically speaking, you still get the benefits. This is a stepping stone into eventually, probably, full legalization. But for now it's its a step up and it's being used to help people.

Not even in your own home?

I can understand people in apartments with no smoking rules.

Why do you care if people are abusing the system? Good for them. The majority of people I know with green cards are stoners who found a bullshit excuse to go legit. What you do with your own body should be your own business anyway as long it isn't affecting others.
Let the smokers smoke.
How do you even make Marijuana non-smokable?
Marijuana can be consumed as edibles, or vaporized. There are health concerns brought about by smoking marijuana, but very many of those concerns are brought about specifically by the act of smoking. Edibles or vaporizing (which heats the material to release the chemical with no combustion) are much preferred.
Any steps toward full legalization are welcome in my eyes.

Smoking is the fastest way to get high. When you eat an edible it can take quite a while for you to actually feel it. Smoking also allows you to control how high you get considerably easier than ingesting it. You'll know when you're getting too baked and just stop whereas if you consume an edible that is too much for you then you are pretty much strapped in for a wild ride until it wears off. Remember that marijuana effects everyone differently so it is very difficult to recommend a first dosage for someone that wants to try edibles. In fact it's better to smoke it first to get used to the effects and then try edibles because you're already going to be familiar with it.
Also using a vaporizer gets rid of most of the carcinogenic substances that usually get inhaled when just burning the weed so there's no reason to ban the smokeable form of it just because of health issues.

I'm not saying it should stay banned from smoking it. I'm saying the opposite, i'm a user too but even i think this is great because it's a starting point for NY to hopefully full legalize it. Just in the mean time the people who actually could use it can still get it without having to face all the ramifications that come from being currently caught with it there. It's a starting point to better things. I commended them on doing it because it's still greatly helping people.

Yeah i know it's the fastest way to get high but it's also not the exactly healthiest either. Also you can still moderate yourself on edibles, it is time consuming though. I'm with you on the vaporizer aspect however.
