IIRC adoption isn't very easy, and involves lots of legal work. If your a lazy, piece of shit parent, you probably don't care enough to bother.
And its also very possible it was for exploiting benefits.

I think it involves a ton of work if you want to adopt, not the other way around. Or at least I would hope so. Not letting parents easily give up unwanted children sounds like it would result in a lot more cases of extreme neglect like this.
