Or should I get a different one my motherboard says PCIe 2X 16X but the video card says 3X
Also my power supply only has a back fan will the new bottom fan PSU work properly?

Get the silverstone it is more reliable than thermaltake. You can plug pci3 into pci2. You don't need a new CPU and motherboard. You can get a better graphics card with that amount of money left.
