Well I guess you could call them overlays. I can't really think of a way to describe this, so here's some pictures:

Look at the very right of the screenshot. Notice how there's one line of vertical pixels that isn't darkened or overlayed like the rest are? Does anyone know how to fix this? I've tried using Alternate Pixel Centers in Catalyst but that didn't fix it either. It's really noticeable ingame and it bothers me. It only happens when it's like a cutscene and the screen darkens. The one line of pixels never darkens.

I don't see it, so its probably your monitor, or your card is dying.
Are you using VGA?
