i already have everything by valve on steam. Its just that steams offline mode is impossible to load up most of the time.
Enviro-Bear 2000.
starcraft
Deus Ex
I usually don't play SP games, but Deus EX: HR was well worth the money. Ended up beating it twice.
Bring books too.
Divine Divinity
Civilization 3
Rollercoaster Tycoon 2
Majesty
All of those are dirt cheap anywhere. Or you could download an emulator and a fuckton of games.

Preferably free but if they are cheap enough I can do it.
And I dont have many emulators but thats something I will get.
Civilization 4 is great , Rhye's and fall of civilization is a great mod that's packed with Beyond the Sword expansion .
The question becomes> What kind of games do you like?
The Binding of Isaac
MechWarrior 4: Mercenaries. Long singleplayer campaign in which you choose how you progress, and loads of customization. And it's free.
Dwarf Fortress. This game can keep you entertained for a long time. But it is very niche, you'll either love it or hate it.
Fallout 3 I guess. Pretty nice and long story line if you take the time to do side missions.
RTS games are pretty time consuming.
Try these:
1.Dawn of War
2.Age of Mythology
3.Age of Empires
Also, what are your computer specs? I don't want to give you more suggestions without knowing or not if your computer can run the games.
Max Payne 1, 2 and 3.
hahaha

Maybe not 3, I think that needs an online activation.
He did say he's looking for free or very cheap games so Fallout 3, Civ 4 etc are probably out of the question.
Morrowind.
civ 4 is still in the question
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
FALLOUT: New Vegas.
(Maybe Fallout:3 If you're not on Win 7)
Diablo 2?
GOG has some classic SP games, real cheap.

I don't know what I could possibly recommend, almost everything so good. It just depends on the genre you want.
Audiosurf.
fallout 1 + 2
kerbal space program
cataclysm (the zombie one, not WoW)
Dwarf Fortress
osu!
gta 1 + 2
Rigs of Rods
terraria
Hidden and dangerous 1 + 2
Death to spys - moment of truth
-snip- wormy made a good point. Can't believe I didn't think of that.
it's mostly abandonware so i don't think it counts
nvm
To be honest, I could pick up Fallout 3 for about 10 bucks here. Then again I have no idea how much the price is there.
