Chlorine Acid? They probably mean hydrochloric acid, or maybe other acids containing chlorine, but none of those would have the same effect at the hydrofluoric acid they showed in Breaking Bad (which, by the way is also exaggerated in what it can do.)
Speaking from personal experience, if you end up owing the wrong kind of people a large enough sum of money they are either going to fuck you up severely, kill you or harm your family. My friend's cousins ended up owing a biker gang like somewhere around 5 grand for drugs and they threatened to burn down their family home (They were still living at home, the brothers)
Concentrated sodium hydroxide is by far the best method of disposing of dead bodies.

However, I would none the less use something alkaline because most of the body is acidic and therefore would react better/faster with a base.

Acidic hydrolysis is an equilibrium process, whereas alkaline hydrolysis proceeds to completion.

The officials were dumb for saying it, the first article writer is a complete moron for calling it a 'prison show'. Really? You don't even know what breaking bad is about? You could literally look it up and know it's not a prison show.
I assume they got confused with prison break.

This is bad journalism. This person is a bad journalist. A good journalist wouldn't make that mistake because at the very least they'd do a bit of research first.
