• Does wifi tethering require an unlimited data plan?

No. It just requires an internet connection. And an ISP that doesn't restrict it.
So if I have a 250mb (sucks I know) limited data plan, tethering my phone and browsing on my laptop won't do anything bad?

If you really don't mind it, disabling images in your browser when using tethering and it may as well be infinite.

Well, I have heard that EMT just caps your speed and does not make you pay more. Not sure, haven't went over the limit but that is what my friend said.
Tethering eats bandwidth.
