Actually your best bet would be MonoTouch, and even then it's not sure it'll work.

Couldnt someone bodge together an android app with that.

well android is based on Linux but Vapor requires the X11 libraries so that's not going to work
iOS, on the other hand, is based on Apple Darwin, a radically different kernel

iOS is based on Mac OS X, which is Mach/BSD and is derived from Unix. Linux is not derived from Unix, but exists in parallel. That would be what the GNU is GNU/Linux stands for.
