Can't Install Catalyst Control Center on my Laptop

I have a Dell Inspiron 1545 with an HD4330 graphics card. ATi for whatever reason doesn't supply the drivers for mobility graphics cards. Anyway, I want to install Catalyst Control Center and every time I run the driver setup, there's only an option for Install Manager, which doesn't seem to do shit. I tried running ccc-utility64.msi from the files that were exported by the setup, but that didn't do anything either.

I had CCC fully functional on my old Inspiron 1501, why isn't it installing now?
