My dad got a new laptop so I can have his old desktop. Problem is it has a craptastic Intel graphics processor in it and I need some assistance.
This is a spare video card I have. Now this is an AGP card and this motherboard has no AGP inputs in it:

And here's the motherboard. That spare input is a PCI slot, am I correct? Would a PCI video card be able to be placed into there?

If a PCI card can fit in there I need to know a low budget card capable of running windows Aero and no more than that.
It would be nice if you can answer all of these questions.
Also on ebay when I search for GPU's all of the ones seem like they would fit in that have the short chunk first then the long one but as seen in the pic it has the long chunk first then the short one. So to me that seems like I would have to put it in backwards or something for it to fit.
Most GPU's are PCI-e and by the looks of it they are PCI slots. im not quite sure if there are any GPU's that fit into PCI slots.
I'm pretty sure what your describing in your last paragraph is a PCI-e slot graphics card. they dont fit into PCI slots backwards.
so to answer your questions
as far as i know, you wont be able to add an aftermarket GPU without getting a new motherboard.
It would also be nice to add some technical information to your post so we can know exactly what hardware you have.
PCI video cards are often more expensive than ones that use PCI-e.
Since it is an old desktop, an Nvidia 8400gs should do fine, and the 6000 series probably wouldn't be too bad either.
Maybe someone else can recommend a more inexpensive ATI solution.
I'm sure some must exist. I found these pictures on Google.

As for your post, I searched those cards on eBay and it I even chose PCI type on the side thing and it only showed ones that had the short part first or the one with 3 parts.
All of the ones I see are old and does not support Windows Aero.
Ebay isn't the best place to look for pc components unless you're expecting something used/potentially defective.
Sites like Newegg and Tigerdirect are a more reliable and reputable place to buy such things.

Because PCI video cards are horrible and are not capable of Aero. If you want Aero go and get a new motherboard with a PCI-Express slot.

My 6800 Xtreme is AGP.
