They were joking but joking about serious and heavy shit. You know you are part of hey the bad guys when you joke about your latest conquest and the potential next steps. Even the joke about Miami being Russian enough for a referendum shows without any doubt that the Russian government is using that as an excuse to land grab.

These guys are political nobodies when it comes to Russia and Ukraine, it doesn't anyhow involve them and it's almost certain that they had no idea about it until it happened, because there was no reason to tell them, and they couldn't do anything about it either.

Someone in the video sections says that the second picture is of a long dead diplomat, so I doubt the validity of this video. IIRC there was a joke "translation" video done in the same style not too long ago, but that guy was upfront about it. IDK, I could believe it if it weren't for Russia's tight control on leaks, this is a pretty damn important phonecall if it's real.
