Why isn't this practiced everywhere? Imagine, if you will, charging offenders with a fine instead of directly charging then with a felony. The city/municipality/state would make money and then if the offender is delinquent on the fine, they go to jail anyway. Now what do you want to bet any offender would rather pay a fine(giving money to state/city) than go to jail? It's practically a win win. But wait.. Then the private prisons wouldn't get more subsidies... Never mind, scratch everything I've said.

Actually this is by definition decriminalizing. To decriminalize something doesn't make it legal it just causes it to no longer be a criminal offense, I.E. no record, no felony, no jailtime, etc.
'Course, I think we'd all prefer full legality but it's a step in the right direction. Regardless of whether you think weed is harmful the fact of the matter is that the criminal prosecution efforts surrounding weed have done more damage to society than the little drug itself ever could've done.

I think it's clear it should have always been legal, but at least we're making progress
I always thought when people said decriminalization instead of legalization they meant just removing weed laws totally instead of legalization where they just make a new law to make the old one obsolete.

Nope, I'm afraid that's not what is meant.
This is a good compromise though. Needlessly vindictive people still feel like the right people are being punished, but other people don't get their lives destroyed for personal drug use.

It's not much different here, first time offenders are meant to receive a cannabis warning (you can have many first time informal warnings/talking to if the officer doesn't record it) without a fine, I think you can have a couple of warning before receiving a caution.
I wouldn't say it's decriminalized though
