Then they changed the contents of the report to clarify that "the service of internet access" offered by ISPs and mobile operators should be understood as providing a "connectivity to the internet, according to the principle of net neutrality , and hence connectivity between almost all endpoints of the internet, regardless of technology or network terminal equipment used. "
Similarly, MEPs adopted an amendment that states that users are not simply "free" to use services of their choice, but they are "entitled" to do so.
Thus, the text has adopted that users are "right of access to information and content and to disseminate , implement and deliver applications and services and use the terminal of their choice , regardless the location of the end user or supplier , or whatever the place of origin or destination of the service , information or content through their access service to internet."
Better yet, while operators are tempted to limit the quality offered Internet access to favor "managed services" they offer parallel Internet (including their "box"), the European Parliament has imposed that these "specialized services" relate exclusively to services that are not "usable" as a substitute for internet access .
"These services are offered only if the network capacity is sufficient to provide more access to internet services and they do not affect the availability or the quality of services of access to internet", requires the European Parliament.
Finally, "providers offering Internet access to end-users do not discriminate between services or applications equivalents at the functional level."

We've already got net neutrality and odds are we aren't going to lose it, because our entire net infrastructure is based off shared common services (i.e. ADSL), any ISP can offer any service to any customer, somebody blocking YouTube would just see their customers switch to another ISP.
That was the plan for the NBN as well, a common shared infrastructure that ISPs could use.

My parents live in one of the outer-areas in the north of the Netherlands. They can only get KPN ADSL, which due to distance to the hub is limited to 5 Mbit at most. It's quite shitty. Their hope is that 4G will become cheap enough to subscribe to at some point, because they'll probably be the last people in the country to be connected to cable or fiber.

Here in texas with my 5 mbps, a lot of neighborhoods near me are getting speeds like 100 mbps but...nope... just stranded here.
But yeah while decent internet is important, 50 mbps seems to be a bit high to be forced upon ISPs.
The internet seems to vary a lot state-by-state. Hell, even county but county in the USA
I have my city's own fiber connection, at 30/30 it's pretty good. No caps, no bullshit.
Comcast is threatening to buy them out though, which would (suck)
I want to avoid Comcast, Charter, Verizon, and Time Warner as much as possible.
