I got this for PS2, and it's the wrong version for running multiplayer, so nah.

I had a friend last year who was a freshman and his mom wouldn't let him get a GTA game because the characters referred to women as "bitches"
I remember I went through 3 copies of San Andreas, because the first one broke years after I got it, the second was incompatible with my old saves, and the third finally worked. Now I don't know where that is or if my PS2 even works anymore.
Shame I don't open my checking account until Monday.
All the GTA games were 99p in Gamestation about 5 years ago. I don't know why I didn't buy them.
The steam version doesn't support widescreen (shows black borders on the side). That didn't prevent me from enjoying finishing the game for the fourth time though.
Will SAMP work on this?

I had a similar problem. My dad thinks that GTA4 demonizes women just because he read somewhere that you can call for a prostitute, and then kill her afterwards. One day I woke up planning on playing it with some friends only to find it missing. When I asked him about it he said he snapped the disk in 2 and said it "isn't fair to women". Keep in mind that I paid the 60$ myself, and when I told him to give me my money back, he said I don't deserve it.

I believe you have to downgrade the steam version, which shouldn't be too hard.
Multiplayer doesn't work on Steam just so you know.

You need to do a downgrade of the Steam version first, but otherwise yes.
