Holy shit. Imagine a disaster striking so hard and fast that you could basically not even warn people in time.
Abe even cut short his vacation to begin coordinating the relief effort.

They are, but remember what the article said about the circumstances; the amount of rain that fell was apparently a record, also the collapse happened faster than anticipated. This might encourage earlier warnings, though.
