Computer freezes for ~10 sec when loading steam games

Whenever I load, minimize, swap window or swap back again, my computer freezes for around 10 seconds.
If I bring up the community board (Shift+Tab) my computer freezes for 3-4 minutes, while slowly loading.
In GTA:Vice City I can't even open up the menu (The one appearing when pressing ESC) without having to wait, and I can hear the game running in the background but the screen's black and I can't move or drive or do anything ingame.
CS:S is able to run in windowed, and then I can swap bethween programs without having to wait, but in Chains or any other game for that matter, I can't do this.
I've tried the following;
Speed test, 80MB/s so no dying hard drive.
Reinstall steam.
Reinstall all games on steam.
Installing steam on a different hard drive (just incase it was the hard drive)
Running in windowed (as mentioned above)
Google
Specs;
Q6600 @ Stock
Asus P5N-E SLi
2x2GB PC2-6400
1x Samsung HD501LJ 500GB (has windows on it), and 2x Samsung 1TB in raid0 (has steam on it)
Might be a registry problem or something. Try making another user account and install STEAM and your games on there. See if it happens then.

Your steam games doesn't transfer over. :raise:
Do you overclock? I had almost the same issue. Once I lowered my overclock, it was gone.
All on stock. My motherboard's running my Q6600 on 1.31 - 1.33 volt though, but It's done that since I bought it, and this started somewhere in december.

He meant on Windows. Not on STEAM.
