But I have no idea what to do D: I need advice on a drum kit to start out with that doesn't sound like utter and complete shit.
Not possible, you have to work from shit to gold with any instrument....unless you're rich.
Whatever kit you get DO DRUMMING! Drumming is awesome, electric kits only cost about $1000 AUS (I have one) and their quite good, I play a real kit at my teachers house.

Go to a Guitar Center and try out the drum sets their. Just play them and see if it feels right, then think about getting a set.
This: http://drums-percussion.musiciansfriend.com/product/Ludwig-Accent-5PC-Kit-and-Zildjian-ZBT-Cymbal-Set-Bundle?sku=443278 + This: http://accessories.musiciansfriend.com/product/Evans-EMAD-5Piece-Drumhead-Pack?sku=443809 + Maybe this: http://accessories.musiciansfriend.com/product/Remo-12131416-RemORing-Dampening-Pack?sku=446710 = what you need, I say maybe on the Remo rings because I didn't use them when I used that kit and they still sounded fine just watch some videos on how to tune and you'll be well on your way to beginning drums. Why not just use your brothers old kit though?
DONT! get an electric kit. Unless you absolutly have to. They are garbage unless you can fish out £2000+ for a decent one. Get a decent'ish acustic kit. I got a pearl forums kit for £600 as my first kit and it is kick ass for a first kit and a very good price. Then you can either add on to it as you get better or ic a couple of years time upgrade to a better kit.

That's just under 1000$ Roland TD-6KW
