This is the mentality caused by the ideas of communism and socialism, about the 'common goods', which are in fact no one's goods. In the Eastern Bloc there were many businesses controlled by the state and people would often steal petty stuff, like pens, hammers and even cement, because no person in particular suffered from their loss.

I have the belief that nearly all of human action can be explained by people being either greedy, stupid, or a mix of both.
Perhaps she thought what she looted could help. Given that there's a borderline (no pun intended) civil war brewing in the country, selling off some piece of military hardware during hard times may be quite helpful.
I'm not going to lie, if the opportunity presented itself I don't know if I wouldn't grab a neat wooden crate full of live shells. It's already being looted, so if I didn't take it, someone else would. Might as well be me that gets the souvenir. Though I'd rather snag a tanker's helmet or something less dangerous.

I dunno, getting caught stealing live ammunition is a little worse than getting caught stealing, well, pretty much anything else.
Something tells me it'd be one of those drop it and run the fuck away things if the crew showed back up at that exact moment, but I assume they were out of the tank for an extended period of time and these people knew they weren't returning.

If they hauled the BMP-2 away and sold it for scrap they could easily get upwards of $15000 not including transportation costs.
Scrapping military hardware is a very common thing and it usually yields high profits for private transporters and people looking to make a quick buck. Those fifteen grands could secure you for almost five years in Ukraine.
