This is the problem with both houses of Congress trying to submit bills at the same time. If they simply submitted it in one house, then waited for it to run it's course, then send it to the other one, this wouldn't be a problem, as they were working off the same document. Instead they try to run in parallel, which causes problems like this. They have to both pass the identical bill.

Doesn't the President have the power to make tiny changes to bills (assuming Congressional approval or whatever)? Or am I not remembering my high school government class well enough? That power would make this missing S a non issue.
