No, I'm not using wireless, I got a cord plugged straight into my laptop, and while all the PCs in my house are running quick my laptop's ticking away at 1.3 kb/s. The laptop's an old Dell Latitude D600. Any ideas?

When you say ticking away, how have you tested this speed?
Waited for the longest time for sourceforge to load up so I could try and download tortoiseSVN. The download is chilling at 1.3 kb/s
I should mention that I have downloaded other things without a problem before, the problem is recent.

Well thats a pretty unreliable measurement of speed, because the servers could be under load/maintenance at the time you tried downloading. Could you try doing a proper test of speed? If you don't have the right software, you can always try downloading a file from another computer in the network. Check what speed that gets up to.
If its fast, it indicates the internal side of your network is fine, and the problem lies when connecting to the internet ( in which case every computer in your network would be affected, which you said its not)
I've downloaded the same file on my computer and I get atleast 1 mb/s on the download.
I guess I'll just refer to your avatar and try wiping my laptop and putting on new drivers for now

I wouldn't because it doesn't sound like a software problem to me.
Needed to do it anyway, might as well done it now. Didn't fix anything still.
