I live in the USA, and in need of help with deciding what to upgrade.
Here are my specs:

I plan on keeping my monitor, as I am acclimated with using it currently (and will make the upgrading process easier, as I do not care for the resolution(native resolution is 1400x900), only if it looks good and runs at a reasonable 40-60 fps), and the OS is ok for now. No need for a new HDD
My father has also mentioned that it has to be bought off newegg, because I don't have a credit or debt card to purchase it myself.
I do not need a new case or peripherals, I just need the interior bits upgraded to support modern games. (bf3 on medium-high is nice, but the required specs are not released yet, and being able to run GTA 4 maxed is a main priority)
I hope I didn't come off as a jerk or did not give enough info.

Also I will be getting 100-250$ in the next 3 days, so increasing the budget to 300-450$ is ok aswell (yay Birthday parties!:dance:)

Not gonna give up that easily, I will wait for more replies.
You will want to upgrade the CPU, Mobo, RAM and GPU, but your budget is too low to do all of that. A 2500K, P67A-G43, 4GB DDR3 and a 6850 is $525; so if you can increase your budget somewhat more, go for that.
Otherwise, since BF3 is still a couple months away, save up more until you can buy the above.

I still do not know how much money I will get from my party, but atleast I know I have a chance of getting an upgrade.
My specs are less than yours and I'm happy with playing games at that level!
I'd go with what Armotekma says. At the very least you'll want to get a quad core and a much better GPU if you want to play Battlefield 3 smoothly with good settings. You could cheap out and use your current 775 chipset and go with Core 2 Quad, but I strongly recommend you don't. If your budget is really tight, consider going with an AMD x4 CPU.
I've selected a base build, I want you guys to see if there are any problems with it or better deals.
