I hope their diplomatic immunity gets revoked by Kuwait government so they can get prosecuted. The most the Turkish goverment can do really is to declare them persona non grata and expel them from the country.
Imo Diplomatic Immunity should only apply to stuff that would actually hinder you in your work, not to you beating another man senseless for fuck's sake.
