So uh, here's my $650 build. If you have any better options, please tell. The only thing I'm concerned about is the PSU (kinda)

Is it all compatible and good to go?
Also, is Windows 7 Home Premium OEM EXACTLY like the normal version, but only for one computer and no support?

How about if I go with a non-OEM CPU that is better, and no CPU cooler?
you're probably better off sticking with OEM+heatsink, even if the other CPU is better you should be able to overclock and get more performance
Isn't the Zalman better?
doubt it, the hyper 212 is one of the best budget heatsinks
Wait, are you sure that the PSU is compatible with the GPU?
The GTX 460 is a 2x6pin and the PSU says: 1 x 6-Pin, 1 x 6+2-Pin

It will, since 6+2 means that the two pins can be taken off.

No, 2 6-pins are avaiable.
no there's 2 PCI-E 6 pins, it's just one of them has an extra 2 pins hanging off the side so if a card requires a PCI-E 8pin you clip the extra 2 to the 6
