Thank you for opinionating the title. A simple "Iran disagrees with Western sanctions, ready to provide Russia with assistance" would have worked.
On topic: it's interesting that Iran is playing the side of devil's advocate here. Sanctions are typically used to displace unwanted actions by other nations. Wonder what else they have in mind, or if "strengthening relations" with Russia is what they have in mind.

I don't think they are sending some kind of message to the west "don't use sanctions" because it is both too subtle and the west wouldn't listen to Iran anyway.
I think its just Iran trying to get closer to Russia. Seeing how Russia won't cooperate with the west on Iran any more after this sanction stuff, there is a better chance of Russia helping out with arms, fuel deals or nuclear stuff.

They're buddy buddy because it's good for both of them. They've been buddy buddy for awhile but Rouhani has kept his stance unknown.
