it says right below it "4000MHz" when programs look for CPUs it just pulls information from stock

it's at 4.2 GHz right now (4.0 detected without "turbo" multi)
and yes, overclocked to 770 core

You can, it's more on the terms of how much.
I have an i7 920 on stock cooling, if that helps.
