Can having a low processor speed have a effect on your graphics card?
Yes, it can bottleneck. I had an old AMD Athlon X2 at 1.9 GHz and ran it with a 9600GT. Shit sucked. I couldn't put DiRT 3 on medium without unbearable lag. Recently installed it into my new computer with an i5. Now I can nearly max out DiRT 3 at a smooth 30 FPS.

Like let's say you had a CPU had 1.7 GHz (GHz doesn't really matter, but you seem to understand it more) and you have a really good graphics card that can run BF3 with 30 FPS, but since you only have 1.7GHz you can't get 30 FPS. It in no way damages your system only nerfs your performance.
